Boozing
Unlike New York City (where they drop the ball) and other public outdoor celebrations, you can booze it up right on the Las Vegas Srip. There is one simple rule: No glass or cans. Period. They will be confiscated.
So what to do? Plastic, baby ... plastic. Get a sports bottle and dump some ice, booze, and mixer in it. Take a gallon water jug and fill it with beer. Some liquor stores have pints or half pints of vodka in plastic. There are beer vendors selling cold beer in plastic along The Strip, and you can pick up a drink at a hotel bar (until and if they restrict access later in the evening) but those lines are going to be long. Plan to take care of yourself.

Police
There is a massive police presence, but they are just out to keep order. They want you to have a good time and be safe. The have no interest in being hard-asses or flexing their power. They don't care if you are drinking. If drinking makes you do something really stupid or dangerous, they care. Vegas is about fun and partying and they realize it. Say hello to them and thank them for their service. If they aren't busy, they are often happy to take a picture with you!

Flashing
Unfortunately, the police are under order to cite women who flash. However, this is done when a women up on someone's shoulders practically starts a riot trying to tease the crowds. Otherwise, it isn't a top police priority.
If you are going to do the beads "whoohooo" thing, just do it away from the clusters of cops in the middle security area. If you don't start a riot, they won't get pissed. Guys, bring the beads -- they aren't just for Mardi Gras anymore!

Bathrooms
Do not expect to be able to get into a hotel to use the bathroom. Some hotels get so crowded they only let registered guests into the casino until things calm down. Even if you do get into a hotel, the lines will be so long for the restroom that you'll miss half the night. Porta-potties are set up in a couple of areas along The Strip. Scope them out so you remember where they are, or ask a policeman or city worker where they are this year.
